The short answer is β no, you do not need a driving licence to use a mobility scooter in the UK.
However, there are important rules you should understand.
Understanding Class 2 and Class 3 Mobility Scooters
Mobility scooters in the UK fall into two main categories:
Class 2 Mobility Scooters (4mph)

Cannot be used on roads (except when no pavement is available)
These scooters do not need to be registered and no licence is required.
Class 3 Mobility Scooters (8mph)

Although Class 3 scooters must be registered, you still do not need a driving licence to operate one.
Do You Need Insurance?
Insurance is not legally required, but it is strongly recommended. It protects you against accidental damage or injury claims.

No. Mobility scooters are exempt from road tax, but Class 3 scooters must be registered.
